In Arizona, the price of title insurance depends on where the property is. Underwriters file rate tables with the state by county zone, so the same $400,000 policy costs a slightly different amount in Phoenix than in Tucson or Kingman.
The five zones
| Zone | Counties |
|---|---|
| Zone 1 | Maricopa and Pinal |
| Zone 2 | Pima |
| Zone 3 | Mohave |
| Zone 4 | Graham and Greenlee |
| Zone 5 | All other counties |

How a premium is built
- Basic rate. Look up the zone table at the policy amount, rounded up to the next $10,000.
- Owner’s policy. A standard owner’s policy is 100% of the basic rate, a homeowner’s policy 110% and an extended coverage owner’s policy 150%.
- Lender’s policy on a purchase. Issued with the owner’s policy, an extended lender’s policy is 65% of the basic rate (or a flat $100 when the owner’s policy is extended coverage).
- Refinances. Residential refinances use flat tiers, starting at $430 for loans up to $250,000 under the schedule our calculator uses.
Who pays
In Arizona the seller customarily pays for the standard owner’s policy, and the buyer pays for the lender’s policy and any upgrade in coverage. Rates differ between underwriters, so ask Rampart Title for an exact quote.
